Oakland Reads 2020: Grade-Level Reading Update

Oakland Reads 2020 (OR2020) is a citywide initiative working to ensure more Oakland children succeed in school and graduate prepared for college, career, and active citizenship. OR2020 focuses on one of the most important predictors of school success and high school graduation: grade-level reading by the end of third grade. In 2014, OR2020 released a Baseline Report to share its four levers of change and key data points that it will track over the next six years. The Grade-Level Reading Update is the first annual update on these data points. Highlights from the update, which largely compares data from 2010/11 to 2013/14, include:

  • Students reading on grade level in third grade declined.
  • Many new kindergarteners are entering school without the foundation skills they need to succeed.
  • Satisfactory attendance (attending 95% or more of school days) for kindergarten to third grade students increased by six percentage points and chronically absent (missing 10% or more of school days) students decreased by nearly one percentage point.
  • Enrollment in summer school programs for kindergarten to third grade students has declined by two percentage points.
